Pico Rivera was founded in 1888 and incorporated in 1956, and is named for Pío Pico, the last governor of Mexican California, who grew up in the area. The city is a community of nearly 83,000 residents (according to 2010 census figures) and is one of the gateways to Southern California.

The City's first recorded history dates back to 1771 when Spanish explorers arrived in the area. The original inhabitants were Indian tribes, such as the Tongva, the Azusa and the Shoshonean. In the late 1700s and early 1800s, Spanish missionaries established many of today's cities and towns along the California coast. The first Spanish land grant in this area was issued in 1784 by King Carlos III to Spanish soldier Manuel Nieto who, with his family, made Los Angeles his home in 1781, after being discharged from military service in Sonora, Mexico.

Pico Rivera is a diverse city, with a population ranging from young to old, Latino to Caucasian. Residents come from all generations, including young families and senior citizens.

Pico Rivera's City Council works hard to keep the city running smoothly. Pico Rivera City Council is a five-member body composed of council members representing each of the five districts. The mayor and vice mayor are elected by their fellow council members. The city clerk is appointed by the council and serves as the secretary to the council.

Pico Rivera Parks & Recreation offers a wide variety of activities and special events for all ages and skill levels. The City's Parks & Recreation Department has four facilities in which programs are offered including El Rancho High School, Pico Park Community Center, Rivera Park Community Center, and Smith Park. Facilities serve as the base for many classes and recreational activities, as well as a venue for special events.
